In case of rain, a ceremony will be held inside Memorial Hall, 83 Court St., at 10:30 a.m.

Where is  Memorial St.?  It’s off Court Street (between Court St. and the ocean), between St. Peter’s Catholic Church and Pilgrim Hall Museum (it’s just North of the Museum).
